1. Boiler Grant Qualifying Criteria – You must be a home owner.

The property where the broken boiler is replaced with a new boiler must be a private domestic home which is owned by one of the occupants.

Legislation exists which requires landlords of private properties to provide a working heating system in homes which they rent to tenants. The Government has therefore decided that ECO grants should not be used by landlords to meet their statutory requirements.

2. Boiler Grant Qualifying Criteria – You must receive one of the following benefits:

Income-related benefits
  • Guaranteed Pension Credit
  • Child Tax Credit
  • Working Tax Credit
  • Universal Credit
  • Income Support
  • Income-related Employment & Support Allowance
  • Income-based Job Seeker’s Allowance
Other DWP administered benefits
  • Disability Living Allowance (DLA)
  • Personal Independence Payment (PIP)
  • Attendance Allowance
  • Carer’s Allowance
  • Severe Disablement Allowance
  • Industrial Injuries Disablement Benefit
  • Child Benefit
MOD administered benefits
  • War Pensions Mobility Supplement
  • Constant Attendance Allowance
  • Armed Forces Independence Payment

Under Boiler Grant Qualifying Criteria, Child Benefit is subject to maximum household income thresholds which are only taken into account if you DO NOT also receive one of the other benefits.

3. Boiler Grant Qualifying Criteria – Your central heating boiler must be broken.

Because ECO 3 has not been fully approved, the definition of a ‘broken boiler’ has yet to be finalised.

In previous versions of the ECO Scheme, a qualifying boiler was one which was less than 86% efficient and had a fault OR was more than 86% efficient and had a fault but would cost more to repair than to replace.  Once the final definition of a ‘broken boiler’ has been agreed for ECO 3 Boiler Grant Qualifying Criteria, we will provide more information here.

Flexible Qualification

ECO Flex Boiler Grant Qualifying Criteria

If you have a broken boiler but do not receive one of the qualifying benefits, you may still qualify for a boiler grant under ‘ECO Flex Rules’. However, you would need to contact the housing department of your local authority for more information.
